The regional government wanted a project benefiting an influential group of voters in the western part of the region. Central government asked the senior manager to resolve the dispute but could not justify the proposed $60m project or its cost.
The senior manager used the PERFORM Persuasion & Negotiation course as a reference source, revisiting its implementation guidance to assess counterpart needs, objectives, constraints and decision authority before shaping a viable strategy.
The resulting proposal was designed to meet regional priorities while staying within central government constraints.
